Opinions on implication on NEP like practices in a modern communist country?

For those who do not know, NEP (new economic policy) was implemented following the bolsheivik revolution in Russia as a means of providing some stability to the economy, which was crumbling in the wake of WW1. What it essentially is, is state control of large industry, banking, financial planning and other large components of the microeconomy, however allowance for small business to stimulate spending and help local communities out of poverty. This is heavily regulated micro capitalism, however managed by the state to prevent further exploitation and the resurgence of the bourgeois. What are peoples opinions on this if it were to be implemented in a modern communist country, to smooth the transition from a capitalist society to a ideal communist state (after the dictatorship of the proletariat). This could prevent many local towns heavily based in capitalism (restaurants, gas stops etc) from diverging into poverty as well as provide a tax base for the government through heavy corperation tax. This would have the further benefit of keeping competition in the economy as there is still incentive on a small scale to improve and invest in your business (albeit within gov regs).Let me know your opinions! via /r/communism https://ift.tt/3bFsE3T
