How did the Soviet government get money?

I've heard that in the USSR taxes were pretty low, and workers were paid according to what they produced in the state run enterprises, so where did the the Soviet government and other Marxist Leninist State Socialist states get the money needed to run the military for example? via /r/communism https://ift.tt/2JJo4V9
