Did Trump actually invoke the Defense Production Act and is not using it but letting companies capitalize on the profit which they made form supplies?

According to this article here https://ift.tt/2Upuuh5 it says that Trump "will put that into gear". Why aren't we hearing any news about this?Is he telling companies to produce the supplies without using the Defense Production Act, so the companies can make the supplies and once ready they can capitalize on it and sell it to the highest bidder?
